The author presents a brief description of disadvantages of a current system of health insurance. The objective of thepresentation is the introduction of the draft of the new law on health insurance. It is proposed to include definitions of basicterms –working incapacity,stabilized health status into the law.According to the draft, it is possible to assessworking incapacityat a general level not only in relation to current employment after 180 days duration. The draft further presents all rights andduties of physicians in attendance which should be covered by the law. The draft also includes sanctions when duties are notfulfilled by the physician in attendance repeatedly.
