Paper responds to financial difficulties of the Czech health care system. Benefits and limitations of economics arepresented together with the concept and role of quality, the significance of starting and target values of the healthcare system, necessity of excellent administration including definition of its critical domains. Based on partial andgenerally presented experience with the hitherto transformation of health care the necessity of permanent evaluationof efficiency of the introduced changes and significance of overall quality of the integrated health care system arediscussed. As solutions for present difficulties author suggests broader use of material of the World HealthOrganization and modification of recommended policy in particular political, economical, cultural and socialsituation in the Czech Republic.
